Internet business in pause mode

It has been around 17 months that the government halted issuing and renewing internet service providers’ licences, creating a lot of mishmash in the business.

Some leading internet companies said they are losing a considerable amount of business as corporate offices are discontinuing contracts for this halt. A senior executive of a leading internet service provider (ISP) complained that a multinational company recently discontinued its agreement with them for the absence of a valid licence. He said they had fulfilled all renewal conditions and paid required fees and charges well ahead of the expiry of their five-year licence on October 22 last year.

Bangladesh Telecommunication Regulatory Commission (BTRC) had also sent its renewal recommendation to the telecom division before the stipulated date. However, there was no response. An official at the telecom division said there were over 300 such licence renewal recommendations awaiting a decision at the telecom division. BTRC had also sent proposals to provide over 410 new licences, all of which were pending with the division, said the official.

The telecom division in June last year decided to stop awarding and renewing licences to check the status of ISPs, said the official requesting anonymity, adding, “But that status quo has never been withdrawn.” Another official reasoned that the government might be waiting to decide on suggestions to increase licence fees and impose revenue sharing rules. However, Sajeeb Wazed Joy, the prime minister’s ICT affairs adviser, in a meeting two weeks back dismissed the suggestions and so the pending tasks may again be taken up, he added.

Shahjahan Mahmood, chairman of the telecom regulatory commission, said the internet industry was now on a “pause mode”. “We are observing the situation and found that nothing is moving, which is negatively impacting the industry,” said Mahmood.

He said they were trying to break out of the stagnant situation. He hoped that decisions would start coming within a month or two. The telecom act says the government has to give a decision in 180 days on receiving BTRC’s recommendation to award a licence to a business.

Even if the application is rejected, the business concerned has to be informed through BTRC within the stipulated timeframe. Md Emdadul Haque, general secretary of Internet Service Providers’ Association of Bangladesh (ISPAB), said internet business has been running through tough times as there was a lot of confusion everywhere, starting from licensing to monitoring.

“We are observing a lack of regulation in the internet business and a lot of unlicensed companies are taking advantage of the situation,” he said. He said they requested the government to tend to the pending issues but that has not happened. Right now there are 600 licences for internet business. Of them, 129 are for running business nationwide, 146 for specified zones and a good number for districts and upazilas, according to a BTRC report. Besides, hundreds of business entities are also running operations illegally, said Haque.

He said the telecom regulator has limited capacity to monitor the business and that also created a lot of concerns over cyber security. There are about 70 lakh active internet connections linked to ISPs as of August, using over 250 Gbps of bandwidth, according to the BTRC. The country’s total bandwidth consumption is about 450 Gbps.

IT industry to see fivefold growth by 2025: report

The country’s IT industry would generate revenue worth around $1.1 billion this year and it has a fivefold growth prospect to reach around $4.8 billion by 2025.

The information was revealed yesterday in the whitepaper titled “Betting on the future-the Bangladesh IT/ITES industry is poised for growth”, prepared by the Everest Group with the cooperation of US based Boston Consulting Group. The report was made through interviewing local companies and government stakeholders. The government is taking preparation to cope with the emergence of the fourth industrial revolution, State Minister for ICT Zunaid Ahmed Palak said at the launch of the report at Janata Tower in the capital. The IT sector is developing fast in the technologically advanced countries and Bangladesh is taking preparation to cope with it, the state minister said.

He said a magnificent development has taken place in Bangladesh’s IT sector during the last nine years and there are lots of success stories in the sector. The government has put emphasis on Big data analytics, Internet of Things and artificial intelligence to adapt to the emergence of disruptive technology, Palak said. The research should be conducted on hardware manufacturing and research and development, he said. He said the whitepaper is an unbiased reflection of Bangladesh’s potential for emergence as an ICT hub and depicts how the Digital Bangladesh Vision has become a reality. He also urged everyone to utilise the whitepaper and promote the IT industry in Bangladesh both locally and globally.

The whitepaper provides context on the current scenario of the country’s IT and IT-enabled services sector, Bangladesh’s unique value proposition and the challenges and opportunities for the industry going forward, said Prashray Kala, practice director at Everest Group.

Eurozone jobless rate falls to 8.8pc

Europe’s economic recovery is gathering steam, with eurozone unemployment falling to its lowest level since January 2009 and inflation picking up, official figures showed Thursday.

The EU’s official statistics agency announced that the jobless rate in the single currency area fell to 8.8 percent in October, with inflation rising to 1.5 percent.

The positive data come after the European Central Bank (ECB) announced it was starting to wind down the massive support it has given the 19-member currency zone to help it through the crises of recent years.

Seasonally-adjusted unemployment in the eurozone was down from 8.9 percent in September, while the figure for the EU as a whole was 7.5 percent — the lowest since November 2008, Eurostat said.

Google yesterday said the number of active internet users in Bangladesh stands at 4 crore with 35 percent using it every day. However, Bangladesh Telecommunication Regulatory Commission in its monthly report stated that there were 7.92 crore internet users as of September.

Officials of the technology giant disclosed the figures at a ceremony organised to launch Datally, an Android phone-based data saving app, at the Dhaka Westin.  The internet user number will grow to 9 crore within 2020, said Golam Kibria, head of Google for Asia-Pacific, while giving a presentation. Apart from the 1.4 crore daily users, who make up 8.75 percent of the population, the rest access internet irregularly.

Asked about Google and BTRC having different figures, Hashmi Rafsanjani, marketing consultant of Google for the region, said it was an internal data of Google and they had counted the number of monthly or daily active internet users.

“The figure was based on the use of Youtube, Play Store and Gmail and other social media used by the people,” he said. He declined to comment on the BTRC’s tally. According to the BTRC, there were 7.38 crore active mobile internet users while 90,000 accessed it through WiMAX operators and 53.21 lakh through internet service providers and landlines.

A top official of the telecom regulator said their figure, provided by mobile phone operators, represents active mobile phone numbers using the internet. Hence it did not mean that the number of internet users would be the same.

According to BTRC’s definition, anyone using the internet just once in 90 days would be counted as an internet user, said the official.

On background data consumption of apps and how Datally saves data, Kibria said it happens so often that it is not possible to keep track of apps doing so.

To save data, people use airplane mode, tethering and scheduled their internet usage, he said.

Datally informs people which apps are consuming data and suggests ways to control it, he said.

Rafsanjani said the app was piloted in the Philippines and Brazil and received a huge response as it managed to save around 30 percent of the data.

The app was made available on Play Store yesterday and the launching was held in Bangladesh and Pakistan.

About 2.5 lakh people worldwide used the app as of yesterday, according to Rafsanjani.

Bhasan Char island, 15km off the Bangladesh mainland, has been given green light by the Bangladesh government for relocating Rohingya refugess.

The announcement comes just days after Bangladesh signed an agreement with Myanmar to repatriate the Rohingya refugees.

The National Economic Council of Bangladesh government has approved a controversial $280 million project to transform a desolate island off its southern coast into a temporary camp for 100,000 Rohingya refugees on Tuesday, despite warnings that the site is uninhabitable. The announcement comes just days after Bangladesh signed an agreement with Myanmar to repatriate the Rohingya refugees languishing in overburdened camps along its border.

The Executive Committee of the National Economic Council (Ecnec) chaired by Prime Minister Sheikh Hasina gave the green light to the planned redevelopment of Bhasan Char – a project that has attracted fierce criticism since it was first proposed in 2015. After the meeting, Planning Secretary Ziaul Islam said they hoped the island – 15km off the mainland – would be ready from May to accommodate some of the more than 620,000 Rohingyas that have crossed the border in the past three months.

“Approximately one lakh [100,000] people will be shifted there for the time being. We hope the project work will be completed by 2018,” he said.

“The navy has been given the task in an effort to expedite the (project) work.”

Apart from building shelters, low-lying areas of the island must be filled in and embankments erected around the entire perimeter to ensure it can resist tidal flooding, monsoon storms and seasonal cyclones.

The silty strip of land only emerged in the Bay of Bengal in 2006, and lies one hour’s boat journey from the nearest inhabited island.

Dhaka last year shelved plans to turn the island into a way station for refugees amid warnings it could be completely inundated by floods. But the scheme was revived in late August as unprecedented numbers of new Rohingya arrivals poured into Bangladesh’s southernmost district, Cox’s Bazar, placing enormous strain on limited resources and makeshift camps in the border region.

But leaders for the persecuted Muslim minority remain opposed to the idea and a UN agency official warned that any attempt at a forced relocation would be “very complex and controversial”. The navy has built two helipads and a small road on the island in recent months but concerns persist over its suitability for human habitation, with experts warning it could be swallowed by tides and rising seas.

Dhaka, Nov 14 (UNB) – The Executive Committee of the National Economic Council (Ecnec) on Tuesday approved the ‘Establishment of Sheikh Hasina Cantonment, Barisal’ project to be set up at Lebukhali along the Payra River involving an estimated cost of Tk 1,699 crore.

The approval came from the regular weekly Ecnec meeting held at the NEC conference room here with Ecnec Chairperson and Prime Minister Sheikh Hasina in the chair.

Briefing reporters after the meeting, Planning Minister AHM Mustafa Kamal said a total of 10 projects were approved today involving an overall cost of Tk 3,333 crore. “All the estimated project cost will come from the national exchequer.”

The Planning Minister said the Sheikh Hasina Cantonment will be set up on a 965-acre land and the project will be implemented by the Ministry of Defence by June 2021.

The government is going to set up a fully-fledged cantonment named after Sheikh Hasina at Payra in Patuakhali to enhance national security and face the aftermath of natural disasters. The Executive Committee of the National Economic Council (ECNEC) yesterday approved the Tk 1,699-crore project to be fully financed by the government. The cantonment would be founded by 2021, decided the meeting chaired by Prime Minister Sheikh Hasina at the NEC Auditorium of the planning ministry. After the meeting Planning Minister AHM Mustafa Kamal told reporters there was no cantonment in the greater coastal belt of Barisal and Patuakhali. As a result, soldiers from far-off Jessore Cantonment have to respond from 200km away to natural calamities in the south, he added. The minister said defence, disaster management and assistance to local administration in 21 districts in the area have been provided from Jessore Cantonment since independence.

The Bangladesh Army was formed in 1972 comprising three brigades and has now been expanded into nine divisions and 30 cantonments. The new cantonment is being built in an area, where the government, of late, has laid out a series of development projects including building a deep-sea port and constructing large power and LNG units. Replying to a question, the minister said the premier gave the idea of building the cantonment and that is why it is being named after her. According to a planning ministry proposal, the cantonment will be built on 1,532 acres of land, of which 567 acres has so far been acquired.

The land in the project area has been formed by chars emerged there since 1975 and is devoid of human habitation. As a result, no people need to be rehabilitated or will be affected if the cantonment is built there. Under the project, eight office buildings each up to four storeys and 12 residential buildings each up to 14 storeys will be built.

The ECNEC also okayed another project for construction of Bheramara (Bangladesh)- Bahrampur (India) Second 400 KV Double Circuit Transmission Line (Bangladesh Part) involving Tk 189 crore. Currently, a 500 megawatt high voltage direct current back-to-back station has been set up at Bheramara and a 400 KV Transmission Line exists from Bheramara to Bahrampur. Bangladesh imports 500 MW electricity from India which would increase to 1,000 MW. As part of the plan, a second transmission line is being set up.

The ECNEC also approved another project named Dredging at the Outer Bar of Mongla Port Channel that would take Tk 713 crore. The project is scheduled to be completed by 2019.

The planning ministry proposal says at the entrance of the Mongla Port Channel there is a shallow river route called Outer Bar.

During high tide the channel has maximum 8.5-metre draught. The proposal says as a possibility of handling and transporting goods from India, Nepal and Bhutan through the Mongla Port has been created, the depth of the Outer Bar should increase. When the Padma Bridge is open and the Padma rail link from Dhaka to Jessore is set up, the port’s importance will increase manifolds. A 1,320 MW coal-based power plant is also going to be installed there. The navigability of the port will be upgraded so that the channel’s draught increases to 10.5 metres. The ECNEC yesterday approved as many as 10 new and revised projects including these three that would involve Tk 3,334 crore.

সেরা করদাতা ও কর বাহাদুর পরিবারকে সম্মাননা ও ট্যাক্স কার্ড প্রধান করেছে জাতীয় রাজস্ব বোর্ড (এনবিআর)। রাজধানীর আগরগাঁও নিমার্ণাধীন রাজস্ব ভবনে বুধবার এক অনুষ্ঠানের মাধ্যমে এই সম্মাননা দেওয়া হয়। জাতীয় ট্যাক্স কার্ড নীতিমালা অনুযায়ী ব্যক্তি পর্যায়ে ৭৬, কোম্পানি ৫৫ এবং অন্যান্য ক্যাটাগরিতে ১০ জনসহ মোট ১৪১ জনকে সেরা করদাতার সম্মাননা ও ট্যাক্স কার্ড দেওয়া হয়। একই সাথে একই পরিবারের সদস্যরা যারা দীর্ঘদিন কর দিয়ে আসছেন এমন ৮৪টি পরিবারকে দেওয়া হয়েছে কর বাহাদুর সম্মাননা।

এছাড়াও দীর্ঘদিন কর দেওয়া পরিবারকে ‘কর বাহাদুর’ সম্মাননা দেওয়া হয়। এরমধ্যে ঢাকায় ১৬টি পরিবার। চট্টগ্রামে ৮টি পরিবার এবং ৬০ জেলায় ৬০টি পরিবারকে এই সম্মাননা দেওয়া হয়। রাঙামাটি ও খাগড়াছড়িতে কোন পরিবার মনোনয়নের জন্য পাওয়া যায়নি।

জাতীয় আয়কর দিবসে রচনা প্রতিযোগীতায় সেরা ১২জন শিক্ষার্থীদেরও সম্মাননা জানানো হয় অনুষ্ঠানে। এছাড়াও রাজস্ব নিয়ে রিপোর্ট করার জন্য সাংবাদিকদেরও সম্মাননা দেওয়া হয়। প্রিন্ট মিডিয়া, টেলিভিশন, অনলাইন এবং নারী মোট চারটি ক্যাটাগরিতে ১৩ জন সাংবাদিকদের দেওয়া হয় সম্মাননা পুরস্কার। অনুষ্ঠানে রাজস্ব বোর্ডের বিভিন্ন কমিশনারসহ উধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

উল্লেখ, মঙ্গলবার শেষ হয় সাতদিনব্যাপী কর মেলার। যেখানে গত বছরের চেয়ে ৮৭৬ কোটি ৫৩৮ লাখ ৪১০ টাকা বেশি কর অঅহরন হয়েছে। এবারের আয়কর মেলা থেকে ২২১৭ কোটি ৩৩ লক্ষ ১৪ হাজার ২২১ টাকার রেকর্ড সংখ্যক আয়কর আহরণ করা হয়।

 

সড়ক দুর্ঘটনা

সড়ক দুর্ঘটনার দিক থেকে বাংলাদেশের অবস্থান বোধকরি বিশ্বে শীর্ষ পর্যায়ে রয়েছে। ২২ অক্টোবর জাতীয় নিরাপদ সড়ক দিবস উপলক্ষে সড়ক দুর্ঘটনার কারণ অপ্রতিরোধ সম্পর্কিত নানা কর্মসূচী পালিত হয় । পরিসংখ্যানে দেখা যায়, গত ১২ বছরে দেশে সড়ক দুর্ঘটনা ঘটেছে সাড়ে ৫১ হাজার। এতে নিহতের সংখ্যা ৫৭ হাজার ২২৬ জন, আহত হয়েছেন ৯৩ হাজার ৫০৬ জন। সংশ্লিষ্ট বিষয়ে বিশেষজ্ঞরা সড়ক দুর্ঘটনার জন্য প্রধানত সাতটি কারণ চিহ্নিত করেছেন। কারণ গুলো হচ্ছে- বেপরোয়া গতিতে গাড়ি চালানো, অদক্ষ ও লাইসেন্সবিহীন চালক, ওভারলোডিং-ওভারটেকিং, চালকদের বিরামহীন গাড়ি চালানো, ট্রাফিক আইন অনুসরণ না করা, আইনের যথাযথ প্রয়োগের অভাব, অযান্ত্রিক- অনুমোদনহীন যানবাহন চলাচল, সর্বোপরি ঝুঁকিপূর্ণ ও বাঁকবহুল সড়ক যোগাযোগ। অবশ্য আশার কথা হলো, বছর ওয়ারিভিত্তিক সড়ক দুর্ঘটনার হার কমে আসছে। মহাসড়কগুলো চার লেনে উন্নীত হওয়ায় পরিস্থিতির উন্নতি হচ্ছে ক্রমশ। সড়ক দুর্ঘটনা প্রতিরোধে স্বল্প, মধ্য ও দীর্ঘমেয়াদী পরিকল্পনা নেয়া হয়েছে। এর মধ্যে রয়েছে বেপরোয়া গতিতে গাড়ি চালানো নিয়ন্ত্রণ, মাদকাসক্ত চালক নিয়োগ বন্ধ ও লাইসেন্স বাতিল, মোবাইলকোর্টের কার্যক্রম বৃদ্ধি, জনসচেতনতামূলক প্রচার-প্রচারণা ইত্যাদি। এর পাশাপাশি হাইওয়ে পেট্রোল পুলিশের নিয়মিত নজরদারি বাড়ানোর সুপারিশও রয়েছে।

জেল-জরিমানার বিধান রেখে সড়ক পরিবহন আইন-২০১৭-এর খসড়া অনুমোদন করা হয়েছে। এই প্রথম সড়ক পরিবহন আইনে যানবাহন চালকদের ড্রাইভিং লাইসেন্স পেতে শিক্ষাগত যোগ্যতার বিধান রাখা হয়েছে ন্যূনতম ৮ম শ্রেণী এবং সহকারীর যোগ্যতা পঞ্চম শ্রেণী পাস। পেশাদার চালকের ক্ষেত্রে বয়সও বেঁধে দেয়া হয়েছে ২১ বছর। সড়ক দুর্ঘটনা প্রতিরোধ ও গণপরিবহনে শৃঙ্খলা রক্ষার জন্য প্রণীত এই আইনে তিন রকম শাস্তি দেয়া যাবে দ-বিধির অধীনে। নরহত্যা (উদ্দেশ্যপ্রণোদিতভাবে) হলে ৩০২ ধারা প্রযোজ্য হবে। যাতে শাস্তি মৃত্যুদ-। আর খুন নয় এমন ঘটনায় ৩০৪ ধারা অনুযায়ী সাজা দেয়া যাবে যাবজ্জীবন। আর শুধু সড়ক দুর্ঘটনার জন্য হলো ৩০৪ (খ) এর ধারা মতে তিন বছরের কারাদ-। এর ফলে শেষ পর্যন্ত যানবাহন মালিক ও চালকদের স্বার্থই সংরক্ষিত হয়েছে।

সড়ক দুর্ঘটনার জন্য এককভাবে কেবল চালক দায়ী নয়। বরং ত্রুটিপূর্ণ সড়ক, ফিটনেসবিহীন যানবাহন, ভুল সিগন্যাল, মাত্রাতিরিক্ত যানবাহন, অসতর্ক যাত্রী ও পথচারী, সড়কের পাশে হাটাবাজার, সড়কের যথেচ্ছ ব্যবহারও কম দায়ী নয়। প্রশিক্ষিত-স্বাক্ষর জ্ঞানসম্পন্ন চালকেরও অভাব প্রকট। বিআরটিএসহ ট্রাফিক বিভাগের অব্যবস্থা, ঘুষ-দুর্নীতিও এর জন্য দায়ী অনেকাংশে। সভ্য ও উন্নত হতে হলে এসব বাধাই আমাদের কাটিয়ে উঠতে হবে পর্যায়ক্রমে। তবু সড়ক দুর্ঘটনার জন্য যেহেতু চালককে প্রাথমিকভাবে দায়ী বলে চিহ্নিত করা হয়ে থাকে, সেহেতু শাস্তির বিধান একটু বেশি রাখা হলে সে সতর্ক ও সাবধান হতে পারে। আর সতর্ক ও সাবধান হলে সড়ক দুর্ঘটনার হার এমনিতেই কমে আসবে।

দেশে বর্তমানে যানবাহনের তুলনায় দক্ষ চালকের অভাব প্রকট। ৮ম শ্রেণী পাস ড্রাইভার এবং ৫ম শ্রেণী পাস হেলপার পাওয়া তো আরও দুঃসাধ্য। এমনকি রাজধানীতেও অনেক কিশোর বয়সী চালকের সন্ধান মেলে। তাদের পর্যায়ক্রমে প্রশিক্ষণের ব্যবস্থা করতে হবে। প্রয়োজনে নৈশ বিদ্যালয়ে নিয়মিত শিক্ষার পাশাপাশি তৈরি করতে হবে পেশাদার দক্ষ চালক। তাদের নিজেদের মানবিকবোধসম্পন্ন হতে হবে। তাহলেই তৈরি হবে দায়িত্বজ্ঞানসম্পন্ন চালক। কমবে সড়ক দুর্ঘটনা।

ADB endorses $1.2b for 2nd phase upgradation

The Asian Development Bank (ADB) board of directors has approved US$1.2 billion in finance for the second phase upgradation of the Dhaka-Northwest international trade corridor in Bangladesh, according to a news release issued by ADB on Tuesday.

“Bangladesh has good prospects of becoming a regional trade hub, if the country’s transport infrastructure can be improved to bring down transport costs and to make the sector more competitive,” the release said, quoting Unit Head of Project Administration in ADB’s South Asia Department Dong Kyu Lee.
“To further these aims, the project is expected to significantly boost trade and prosperity along the trade corridor route, the second busiest artery in the country,” Dong Kyu Lee was also quoted as saying.
Transport infrastructure is the centrepiece of the ADB-supported South Asia Sub-regional Economic Cooperation (SASEC) programme, which promotes regional prosperity, according to the ADB press statement.
Since 2001, the SASEC members have invested more than $9.17 billion in the projects with a regional dimension, including 31 transport projects worth $7.3 billion.
SASEC transport investments in Bangladesh focus on developing highway corridors. Road travel accounted for 70 per cent of all passenger traffic and 60 per cent of freight in Bangladesh, where traffic had been growing at a rate of 8.0 per cent annually, it mentioned.
ADB has been a partner of the government in improving the Dhaka-Northwest corridor since 1994, when the landmark Jamuna Bridge Project was approved, according to the statement.
First ADB loan of $198 million was approved in 2012 for what is now considered phase-one of the international corridor project. It increased capacity on 70 kilometres (km) of the Joydeypur-Elenga section of the road.
It also improved operational efficiency of two of the land-ports – Burimari and Benapole – that provide gateways to Bhutan and India respectively, it stated.
Phase-two continues ADB’s support to the corridor by improving the 190-km section from Elenga to Rangpur through Hatikumrul.
Besides, road operation and management in the Roads and Highway Department (RHD) will also be strengthened under the project, it further said.
There will be further work on issues such as road safety and gender-responsive features to make the highway user-friendly to women.
Referring to studies that show that women particularly use the route on foot or slow-moving vehicles, such as rickshaws, it said the project will include footbridges, footpaths, and lanes for the slow-moving vehicles to make their travel safer. The total cost of the project is $1.67 billion, of which the government will provide $472.6 million, said the ADB statement.
ADB’s financial assistance will be delivered through a multi-tranche financing facility, with the first tranche comprising a regular loan of $250 million and a concessional loan of $50 million.
Its work will be carried out over 10 years to August 2027, with funding from three more tranches from the facility at intervals. Accompanying the assistance package is an ADB technical assistance (TA) grant of $2.0 million to support the government in updating its Road Master Plan, and enhancing planning and monitoring activities associated with roads.
The TA will be carried out from January 2018 to December 2023, it mentioned.
