2nd expressway, airport expansion get approval

The government approved on Tuesday the capital’s second elevated expressway project from Hazrat Shahjalal International Airport (HSIA) to Ashulia at a cost of Tk 169 billion.
The Executive Committee of the National Economic Council (ECNEC) also endorsed expansion of HSIA at a cost of Tk 136.1 billion, officials said.
Presided over by Prime Minister Sheikh Hasina, the ECNEC meeting at the Planning Commission in the capital approved the two projects along with three others at a total cost of Tk 345.67 billion.
The 24-km Dhaka-Ashulia Elevated Expressway (DAEE) will connect HSIA and Chandra intersection on Dhaka-Tangail Highway via Ashulia.
The proposed expressway is expected to ease traffic congestion on Abdullahpur-Ashulia-Chandra road, the gateway to as many as 30 districts from the capital.
The government earlier approved the 21-km Dhaka Elevated Expressway from HSIA to Kutubkhali of Dhaka-Chittagong Highway, which is now under construction.
Emerging from the ECNEC meeting, Planning Minister A H M Mustafa Kamal said the DAEE will act as one of the drivers of Bangladesh’s economic growth.
It will connect the country’s northern and southern parts with the central part as well as foster balanced economic growth, he told reporters.
The Bangladesh Bridge Authority (BBA) will start the project this year, which is expected to be completed by 2022.
The latest feasibility study, conducted last year, has recommended construction of up to 24 km elevated expressway from HSIA to Ashulia, 10.84 km ramp, 1.9 km flyover at Nabinagar intersection, upgradation of existing 14.28 km four-lane Ashulia road, 2.0 km bridge and 18 km drainage and duct construction.
The cabinet committee on government purchase approved the construction contract of the DAEE project a few months back before the ECNEC nod.
The cabinet approved the draft construction proposal of a Chinese contractor – China National Machinery Import and Export Corporation (CMC), the officials said.
BBA has taken up the DAEE project after the Prime Minister announced a plan to construct the country’s second elevated expressway on Dhaka-Ashulia corridor.
Earlier, a deal was signed in January 2011 to build Dhaka Elevated Expressway, first of its kind in the country, under public-private partnership (PPP) arrangement.
The Planning Minister said the ECNEC meeting on Tuesday also endorsed the HSIA expansion project at a cost of Tk 136.1 billion.
Japan will provide Tk 112 billion in loans for the project, while the government will mobilize the rest of the funds from its internal resources.
Under the project, the Civil Aviation Authority, Bangladesh will construct the third terminal of the airport, multi-level car parking with tunnel, new cargo complex, VVIP complex, parking apron at terminal-3 area, and taxiways etc.
The three other infrastructure projects, cleared by ECNEC on the day, are – Upgrading the Comilla-Noakhali regional highway to four-lane project at Tk 21.7 billion cost, Infrastructure development of Balashi and Bahadurabad ferry landing points project at Tk 1.25 billion, and Greater Dhaka Infrastructure Development Project-3 at Tk 1.76 billion.
The ministers, Planning Commission members and high officials of the ministries concerned were present at the ECNEC meeting.

রাজধানীতে বিদ্যুতের চাহিদা দিন দিন বাড়ছে। কিন্তু নতুন করে বিদ্যুত উপকেন্দ্র (সাবস্টেশন) নির্মাণের মতো পর্যাপ্ত খালি জায়গা পাওয়া যাচ্ছে না। তাই মাটির নিচে (আন্ডারগ্রাউন্ড) বিদ্যুতের উপকেন্দ্র নির্মাণের কথা ভাবছে সরকার। যদিও এ ধরনের উপকেন্দ্র নির্মাণে ব্যয় অনেক বেশি। তবুও ঢাকার সার্বিক পরিবেশ ও ভবিষ্যত চাহিদা বিবেচনায় উন্নত বিদ্যুত বিতরণ ব্যবস্থা নিশ্চিত করার জন্য আন্ডারগ্রাউন্ড সাবস্টেশন সবচেয়ে ভাল বিকল্প বলে মনে করা হচ্ছে। প্রাথমিকভাবে নির্মাণ করা হবে দুটি সাবস্টেশন। পর্যায়ক্রমে ঢাকা শহরের অন্য বিদ্যুত উপকেন্দ্রগুলোও মাটির নিচে স্থানান্তরের পরিকল্পনা সরকারের রয়েছে।

পরিকল্পনা কমিশন সূত্রে জানা গেছে, ২০১৬ সালের ৬ ডিসেম্বর একনেক সভায় ২০ হাজার ৫০১ কোটি ৫২ লাখ টাকা প্রাক্কলিত ব্যয়ে ‘ডিপিডিসি’র আওতাধীন এলাকায় বিদ্যুত বিতরণ ব্যবস্থা সম্প্রসারণ ও শক্তিশালীকরণ’ শীর্ষক প্রকল্প অনুমোদন পায়। প্রকল্পটি অনুমোদনের সময় প্রধানমন্ত্রীর নির্দেশনার প্রেক্ষিতে ঢাকায় উপকেন্দ্রগুলো আন্ডারগ্রাউন্ডে নিয়ে যাওয়ার সিদ্ধান্ত হয়। তখন পরিকল্পনামন্ত্রী আ হ ম মুস্তফা কামাল বলেছিলেন, উন্নত দেশের শহরগুলোতে বিদ্যুতের খুঁটি কিংবা টানা ঝুলন্ত তার চোখে পড়ে না। ওরা অনেক আগেই আন্ডারগ্রাউন্ড প্রযুক্তিতে চলে গেছে। ঢাকা শহর বিভিন্ন ধরনের তারের জঞ্জালের শহরে পরিণত হয়েছে, যা ক্ষেত্রবিশেষে ঝুঁকিপূর্ণও বটে। এ অবস্থার উত্তরণ ঘটিয়ে ঢাকাকে আরও উন্নত ও দৃষ্টিনন্দন শহর হিসেবে গড়ে তোলা হবে। এর আগে জমির দুষ্প্রাপ্যতা বিবেচনায় সরকারের অনুমতি নিয়ে জাইকা ঢাকা শহরে আন্ডারগ্রাউন্ড সাবস্টেশন নির্মাণের প্রয়োজনীয়তা নিরূপণে সম্ভাব্যতা যাচাই করে। সমীক্ষা প্রতিবেদনটি ২০১৬ সালের ডিসেম্বরে দাখিল করা হয়। ওই প্রতিবেদনে সুপারিশ করা হয়, দু’টি আন্ডারগ্রাউন্ড সাবস্টেশন নির্মাণ করতে হবে। ছয়টি সম্ভাব্য জায়গার মধ্যে ডেসকোর (ঢাকা ইলেকট্রিক সাপ্লাই কোম্পানি) জন্য গুলশানে এবং ডিপিডিসির (ঢাকা পাওয়ার ডিস্ট্রিবিউশন কোম্পানি) জন্য কাওরানবাজারকে গ্রহণযোগ্য বলে বিবেচনা করা হয়। বিদ্যুত বিভাগ, অর্থনৈতিক সম্পর্ক বিভাগ (ইআরডি), ডেসকো, ডিপিডিসি ও জাপানভিত্তিক উন্নয়ন সহযোগী জাইকার মধ্যে একটি যৌথ সভা হয় চলতি বছরের জানুয়ারিতে। ওই সভার আলোচনার সিদ্ধান্ত অনুযায়ী জাইকা ওই দু’টি সাবস্টেশন নির্মাণে সহায়তা করতে রাজি হয়। পরে গত ১৭ মে জাপান সরকারের ৩৮তম ইয়েন লোন প্যাকেজের খসড়া বিনিময় নোটের ওপর ইআরডিতে সভা অনুষ্ঠিত হয়। প্রকল্প জাইকা থেকে ঋণ নেয়ার বিষয়টি প্রায় চূড়ান্ত বলে ইআরডি সংশ্লিষ্ট সূত্রে জানা গেছে।

সংশ্লিষ্টরা বলছেন, বাংলাদেশের প্রেক্ষাপটে শহরাঞ্চলে বিশেষ করে ঢাকার মতো রাজধানী শহরে জমির স্বল্পতার বিষয়টি বিবেচনায় নিলে প্রথাগত উন্মুক্ত বিদ্যুত উপকেন্দ্র এয়ার ইন্স্যুলেটেড সুইচগিয়ার বা এআইএস নির্মাণ যৌক্তিক নয়। প্রযুক্তিগত উন্নয়নের সঙ্গে আমাদেরকে খাপ খাইয়ে চলতে হবে। তবে সেই সঙ্গে নতুন প্রযুক্তির ব্যয়ভার বহনের সামর্থ্য আছে কি না তাও বিবেচনায় নিতে হবে। ইতোমধ্যে বাংলাদেশে গ্যাস ইন্স্যুলেটেড সুইচগিয়ার বা জিআইটি সমৃদ্ধ আন্ডারগ্রাউন্ড ধরনের উপকেন্দ্র নির্মাণের প্রস্তাব এটিই প্রথম। ভূগর্ভের পূর্ত কাজ বিশেষায়িত বিধায় নির্মাণ ব্যয় তুলনামূলকভাবে বেশি হবে। ডিপিডিসির তরফে প্রকল্প মূল্যায়ন কমিটির (পিইসি) সভায় বলা হয়, তাইওয়ান ও চীনে নির্মিত বেশির ভাগ বিদু্যুত উপকেন্দ্র আন্ডারগ্রাউন্ড টাইপ। তাই ভূমির বহুবিধ ব্যবহার ও বাণিজ্যিকভাবে প্রকল্প থেকে আয় বাড়ানোর একটা পরিকল্পনা থাকতে হবে। ওই সব দেশের আন্ডারগ্রাউন্ড সাবস্টেশনের ওপর বহুতল বিশিষ্ট সুপারস্ট্রাকচার নির্মাণের সংস্থান রাখা আছে। আমাদের এখানেও এ ধরনের সুপারস্ট্রাকচারে পরিকল্পনা থাকতে হবে, অন্যথায় এসব প্রকল্প কখনই লাভজনক হবে না। উল্লেখ্য, ২০২১ সালের মধ্যে সারাদেশের ক্রমবর্ধমান বিদ্যুত চাহিদা পূরণ করার লক্ষ্যে সরকার ২৪ হাজার মেগাওয়াট বিদ্যুত উৎপাদনের জন্য বিভিন্ন প্রকল্প গ্রহণ করেছে। ২০৩০ সালে বিদ্যুতের এ উৎপাদন ৪০ হাজার মেগাওয়াটে উন্নীত করার পরিকল্পনাও সরকারের রয়েছে। বিদ্যুত উৎপাদনের এ লক্ষ্যমাত্রার সঙ্গে সামঞ্জস্য রেখে বিদ্যুত সঞ্চালন ও বিতরণ ব্যবস্থার উন্নয়নেও সরকার মনোযোগী। এর অংশ হিসেবে আন্ডারগ্রাউন্ড সাবস্টেশন নির্মাণের উদ্যোগ নেয়া হয়েছে।

‘The biggest project we are undertaking in the history of Bangladesh is the Rooppur Nuclear Power Plant at the cost of Tk1,13,093cr’

The Executive Committee of the National Economic Council (Ecnec) approved 12 projects worth Tk30,343.22 crore during its last meeting for the current fiscal year on Tuesday.

The government will spend Tk25,904.43cr to implement these projects while the rest of the funding will be made by the companies who will implement the projects.

During a press briefing after the meeting, Planning Minister AHM Mustafa Kamal said: “This year’s projected expenditure is the biggest since the Fiscal Year of 2014-2015.

“The biggest project we are undertaking in the history of Bangladesh is the Rooppur Nuclear Power Plant at the cost of Tk1,13,093cr.”

The minister added that the historically significant Bangabandhu Satellite will hopefully take to the skies by December.

Ecnec has approved 739 projects during the last two fiscal years.

The 12 approved projects are

The expansion of  Palli Electricity Network in Dhaka, Sylhet, Chittagong and Mymensingh, at the cost of Tk7,132.30cr implemented by either the Power Division or Bangladesh Palli Unnayan Board within 2019.

The expansion of  Palli Electricity Network in Rajshahi, Khulna, Barishal and Rangpur, at the cost of Tk6,776.91cr.

Distribution of school lunches in impoverished areas implemented by the Ministry of Primary and Mass Education at the cost of Tk4,991.97cr by 2020.

BPATC training capacity building at the cost of Tk859cr implemented by the Ministry of Public Administration.

Support to the Dhaka portion of the Elevated Expressway Public Private Partnership Project at the cost of Tk4,869.08cr to be implemented by the Bridges Division by 2020.

Upgrading two-lane roads on Dharkhal, Akhawra to of four lanes on the national highway near Sarail river port in Ashuganj at the cost of Tk3,567.85cr.

The construction of Payra Bridge connecting the Barisal Patuakhali Highway at the cost of Tk1,278.82cr.

Railway overpasses at the Gatepar area in Jamalpur town at the cost of Tk211.20cr.

DSCC infrastructure renovation including roads and drains at the cost of Tk98.70cr.

Building the Bangladesh Chancery Complex and high commissioner’s residence in Brunei at the cost of Tk89.50cr by 2019.

Disaster management in Cox’s Bazar by building embankments at the cost of Tk363.12cr.

Dhaka: The Executive Committee of the National Economic Council (ECNEC) has cleared an infrastructural development project for the country’s Shewra, Bhomra, Ramghar and Benapole land ports involving a cost of Tk 693 crore.

The ECNEC gave the clearance at a meeting held at the NEC conference room in the city on Tuesday with ECNEC Chairperson and Prime Minister Sheikh Hasina in the chair.

Briefing journalists after the meeting, planning minister AHM Mustafa Kamal said the ECNEC meeting approved a total of eight projects involving a cost of Tk 3,171.96 crore.

Of the total cost, Tk 2, 579.40 crore will come from the government exchequer while Tk 592.56 crore will come as project assistance, said the minister.

About the development of land ports, Kamal said steps have been taken to develop the infrastructure of Shewra, Bhomra, Ramghar and Benapole land ports to increase their capacity and security because these ports are mainly used for import-export. Visitors also use these land ports, he added.

He said infrastructure of Shewra, Bhomra, Ramghar and Benapole land ports will be developed under Bangladesh Regional Connectivity Project, Shewra, Bhomra, Ramghar land ports development and development of Benapole land port’s security system.

Bangladesh Land Port Authority (BLPA) will implement the project from July, 2017 to June, 2021 at a cost of Tk 693 crore. Of the cost, the government will provide Tk 100.44 crore while the World Bank will give Tk 592.56 crore as project assistance, said Kamal, reports BSS.

Other projects are development of navigability in the river route from Chandpur-Mawa-Goalanda to Pakshi (Tk 956 crore), construction and development of Nabinagar-Shibpur-Radhika regional highway (Tk 343.60 crore), expansion of Jamalpur-Dhanua Kamlapur-Kadamtala (Raumari) district highway (Tk 335.66 crore),

Rajbari town protection project (Tk 341.99 crore), protection of bank of Jamuna river from Kawlibari bridge to Shakharia under Gopalpur and Bhuapur upazila in Tangail district (Tk 200.57 crore), protecting the Harina Ferry Ghat and Katakhal Bazar in Charbhairabi area in Chandpur district from river erosion (Tk 190.77 crore) and establishment of Sylhet Textile Engineering College (Tk 110.37 crore).
