Satellite, submarine cable business may open to private sector

The government is set to open up the satellite and undersea submarine cable business to the private sector as it looks to expand the capacity in preparation for a Digital Bangladesh.

At present, two separate state-run companies — Bangladesh Submarine Cable Company Limited (BSCCL) and Bangladesh Communication Satellite Company Limited — run the undersea cable and cosmos communication business.

Two separate policies are now being formulated to this end, Posts and Telecommunication Minister Mustafa Jabbar told The Daily Star recently.

The draft policy for the satellite business has already been finalised and forwarded to the finance ministry for approval. Once the approval comes through and some formalities are completed, the policy will be passed, he said.

Bangabandhu-1, the country’s first communication satellite, was launched in May last year at a cost of Tk 2,765.66 crore, allowing Bangladesh to enter the elite space club of 57 nations which have sent satellites into the orbit. The government took the first initiative to launch the satellite for Bangladesh and now it is up to the private sector to monetise it, Jabbar said.

“Currently Bangabandhu-1 is not bringing in any money but it gave the country huge prestige. Around the globe you will find that private entities are leading this industry and the government is only facilitating them.”

Of the 31 TV channels in Bangladesh, 10 – state-run BTV World, Sangsad Bangladesh Television and BTV Chattogram and private channels Somoy TV, DBC News, Independent TV, NTV, Ekattor TV, Bijoy TV and Boishakhi TV — are airing programmes using the satellite.

BSCCL has two undersea cable connections — SEA-ME-WE 4 and SEA-ME-WE 5 — and is in the process of acquiring another in preparation of the spike in bandwidth consumption soon.

Bangladesh’s current consumption is about 1.2 terabytes per second (TBPS), of which 670 gigabits per second are supplied by BSCCL and the rest is imported from India.

The policymakers are estimating the country’s total bandwidth requirement will be more than 6 TBPS by 2023 and BSCCL’s current capacity is less than 3 TBPS.

So, the country needs to develop channels to get more bandwidth before that, said officials who are working on the matter. BSCCL is now evaluating two separate proposals received from two Singapore-based companies — SingTel and SigMar — to establish connection for the country’s third undersea cable.

But the government is keen on letting the private sector have a share of the pie, Jabbar said.“In the coming days communication channels will play a vital role and that’s why we are taking preparations,” he added.

As of May, there are 9.45 crore active internet connections in the country and this number will soar once the country is properly on the path to digitalisation.

Several submarine cable connections will be required then to run digital services smoothly, said industry experts.

The Bangladesh Telecommunication Regulatory Commi-ssion had earlier taken an initiative to open up the submarine cable business to the private sector and even received an application. But in the end nothing came out of it.

Govt draws up plan to face impact of LDC graduation

The government has prepared a plan to face the impact of Bangladesh’s graduation from the least developed country’s category on trade and foreign aid and discussed it with the United Nations.

A 13-member delegation led by Planning Minister MA Mannan had a meeting with the Global Partnership for Effective Development Cooperation at the UN headquarters in New York during their visit from July 9 to 19.

The delegation also discussed the latest development on LDC graduation during a meeting with the officials of the UN Committee for Development Policy (UNCDP).

The CDP lauded Bangladesh’s preparation for the graduation due in 2024, saying the country’s experience can be an example for other nations, according to a statement of the Economics Relations Division (ERD) yesterday.

The committee assured Bangladesh of active support so that the country can retain various international benefits extended to the LDCs after their graduation, it said.  


Prof Shamsul Alam, member of the General Economics Division under the planning commission who took part in the meetings, briefed the media about the outcome of the visit during at a press conference at the National Economic Council in Dhaka yesterday.

He said the government has prepared a draft report on the possible impacts on Bangladesh after the graduation.

“We will be able to weather any kind of pressure that appears after the graduation,” Prof Alam said.

He, however, declined to share the report until the government approves it.

Among the losses, the number of scholarships for Bangladeshis will reduce and the contribution of Bangladesh to the UN will double when the country becomes a developing country.

Monowar Ahmed, secretary of the ERD, said Bangladesh would have to adopt a plan to face the challenges in the post-graduation period as per UN requirement.

He said the amount of concessional loans would decline but total loans would increase. Trade facilities will be withdrawn, he said.

However, he said Bangladesh would enjoy all the existing benefits granted to LDCs until 2027.

Ahmed said development plans have been formulated for all the regions in the country to face the challenges.

Bangladesh became eligible for the graduation in March last year after it met all three criteria set by the CDP.

The CDP will review Bangladesh’s progress in 2021, and after a three-year transition period, official graduation from the LDC category will take place.

Bangladesh is likely to lose about $2.7 billion in export earnings every year once it graduates, the ERD said in a preliminary report last year that assessed the impact of graduation.

Upon graduation, exports will be subject to 6.7 percent additional tariff as duty- and quota-free benefits from different countries and trading partners will be withdrawn.

At present, Bangladesh is a major user of duty-free and quota-free market access, with shipments under this facility accounting for 72 percent of the total exports in fiscal 2015-16, the ERD report said. The delegation from Bangladesh also took part in several meetings on the Sustainable Development Goals (SDGs).

Bangladesh will require huge funds to implement the SDGs and it was pointed out in the meetings.

The planning minister said Bangladesh does not expect external aid to implement the SDGs. “We will have to mobilise the necessary funds from domestic sources by way of raising revenue collection.”

যৌথ উদ্যোগভিত্তিক এফডিআই আকৃষ্ট করার লক্ষ্যে এ শোকেসে উভয় দেশের বিনিয়োগকারীরা অংশ নেবেন।

গতকাল সোমবার জাতীয় প্রেসক্লাবে বাংলাদেশ-মালয়েশিয়া চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (বিএমসিসিআই) আয়োজিত এক সংবাদ সম্মেলনে এ তথ্য জানান ব্যবসায়ী সংগঠনটির সভাপতি সৈয়দ মোয়াজ্জেম হোসেন। সংবাদ সম্মেলনে জানানো হয়, বাংলাদেশে এখন দিনদিন বেকারের সংখ্যা বাড়ছে। শিক্ষিত বেকারকে দক্ষ করে বিভিন্ন দেশে কাজে লাগানো যায়।

‘শোকেস বাংলাদেশ-গো গ্লোবাল’ উপলক্ষে আমরা আমাদের দেশের শ্রমবাজার নিয়ে সভা-সেমিনার করবো। যার মাধ্যমে মালয়েশিয়ায় দক্ষ শ্রমিক রপ্তানি আরও সহজ হবে। পাশাপাশি দ্বিপাক্ষিক বাণিজ্য ও বিনিয়োগের আরও উন্নয়নে ইভেন্টে মালয়েশিয়ার নেতৃস্থানীয় ব্যবসায়ীদের সঙ্গে আমাদের বাণিজ্যদলের মতবিনিময়, সেমিনার হবে।

বিএমসিসিআই সভাপতি সৈয়দ মোয়াজ্জেম হোসেন বলেন, বাংলাদেশে বিনিয়োগে আগ্রহী করতে আমাদের এ উদ্যোগ।

বর্তমানে মালয়েশিয়ায় ২৫২ মিলিয়ন ডলারের পণ্য রপ্তানি হচ্ছে, আমরা প্রতি বছর গড়ে ২০ শতাংশ হারে এটা বাড়াতে চাই। আমাদের শো-তে বাংলাদেশের শীর্ষ ব্যবসায়ী প্রতিষ্ঠান, আগ্রহী বিনিয়োগকারী, মালয়েশিয়ার সরকারি সংস্থাগুলো অংশ নেবে। সেখানে বিভিন্ন বিষয়ে সেমিনারের পাশাপাশি বাংলাদেশ ও মালয়েশিয়ার পণ্য প্রদর্শন হবে।

বিএমসিসিআই সভাপতি বলেন, বাংলাদেশে বিনিয়োগে আগ্রহী করতে আমাদের এ উদ্যোগ। বর্তমানে মালয়েশিয়ায় ২৫২ মিলিয়ন ডলারের পণ্য রপ্তানি হচ্ছে, আমরা প্রতি বছর গড়ে ২০ শতাংশ হারে এটা বাড়াতে চাই। আমাদের শোতে বাংলাদেশের শীর্ষ ব্যবসায়ী প্রতিষ্ঠান, আগ্রহী বিনিয়োগকারী, মালয়েশিয়ার সরকারি সংস্থাগুলো অংশ নেবে। সেখানে বিভিন্ন বিষয়ে সেমিনারের পাশাপাশি বাংলাদেশ ও মালয়েশিয়ার পণ্য প্রদর্শন হবে।

তিনি বলেন, ক্রমবর্ধমান অর্থনৈতিক উন্নয়নের জন্য মেলা থেকে একটি বড় বিনিয়োগ আমরা আশা করছি। আমাদের অনুষ্ঠানকে সফল করতে বিভিন্ন দেশের ব্যবসায়ী সংগঠনের সঙ্গে যোগাযোগ করছি। উদ্বোধনী অনুষ্ঠানে প্রধান অতিথি থাকবেন বাণিজ্যমন্ত্রী টিপু মুনশি, বিশেষ অতিথি থাকবেন প্রবাসী কল্যাণ ও বৈদেশিক কর্মসংস্থান প্রতিমন্ত্রী ইমরান আহমেদ। দুই দেশের প্রায় ৩০০ প্রতিষ্ঠান মেলায় অংশ নেবে বলে জানান তিনি।

Bangladesh-Malaysia Chamber of Commerce and Industry (BMCCI) is going to organise the ‘4th Showcase Bangladesh – Go Global’ in Kuala Lumpur (KL), Malaysia to boost bilateral trade and investment relations between Bangladesh and Malaysia.

The event is scheduled to be held at the Royale Chulan Kuala Lumpur in Malaysia on July 11 next to focus on opportunities and challenges of major stakeholders – both in private and public sectors, according to the organisers.

This event has been organised in collaboration with Bangladesh High Commission in Kuala Lumpur and supported by Malaysia South-South Association (MASSA), Malaysia External Trade Development Corporation (MATRADE), and Bangladesh Economic Zones Authority (BEZA).

With the theme ‘Go Global’, the event is expected to explore key trade and investment opportunities that exist for Bangladesh in particular from Malaysian counterparts, they explained at a press conference held at the press club in Dhaka on Monday.

Trade experts, policymakers and government officials, business leaders and representatives of corporate entities are expected to participate in this event.

“We’re trying to convince the Malaysian government to take one economic zone which will increase our employment opportunities and boost our economy to further extent,” Syed Moazzam Hossain, president of the BMCCI said while addressing the press conference.

The BMCCI is also inviting Malaysian sunset industries to relocate to Bangladesh, he added.

Currently, Bangladesh exports goods worth US$ 252 million to Malaysia. The BMCCI is looking forward to increase such export earnings by 20 per cent per year, according to the president.

Among others Amir Farid Abu Hasan, acting high commissioner of Malaysia to Bangladesh, Alamgir Jalil, immediate past president of the BMCCI and chairman of the organising committee of the event, Shabbir Ahmed Khan, secretary general of the BMCCI, Shamim Ahmed Chowdhury Noman, secretary general of the Bangladesh Association of International Recruiting Agencies (BAIRA) and Moniruzzaman Khan, senior executive vice president of the Green Delta Insurance Co. A trade and investment show titled ‘Showcase Bangladesh- Go Global’ will be held in Kuala Lumpur on July 11 to explore trade and investment opportunities between the two countries.

Commerce Minister Tipu Munshi will attend the event as the chief guest while State Minister for Expatriates’ Welfare and Overseas Employment Imran Ahmad and Deputy Minister, Ministry of International Trade and Industry (MITI) of Malaysia Dr Ong Kian Ming as special guests.

BMCCI President Syed Moazzam Hossain briefed media about the event at the Jatiya Press Club yesterday.

Amir Farid Abu Hasan, acting High Commissioner, High Commission of Malaysia in Dhaka, Ar Md Alamgir Jalil, former BMCCI President and Chairman of organizing committee, Shabbir Ahmed Khan, Secretary General, BMCCI and Director 4th Showcase Bangladesh Go Global, Shamim Ahmed Chowdhury Noman, Secretary General, Bangladesh Association of International Recruiting Agencies (BAIRA) and Md Moniruzzaman Khan, Senior Executive Vice President, Green Delta Insurance Co Ltd were present.

This is going to be the fourth trade show in Kuala Lumpur organised by the BMCCI. With the theme ‘Go Global’, the event will explore key trade and investment opportunities that exist for Bangladesh in particular from Malaysian counterparts, said the organisers. It will also focus on trade and investment practices, opportunities and challenges of major stakeholders – both private and public, they said. The event will be comprised of seminars, B2B meetings, together with showcasing Bangladeshi products. It will be attended by major business houses, interested investors and government bodies of Malaysia and also the local investors from Bangladesh who aspire to bring investment from Malaysia to Bangladesh. Ministers both from the two the countries, Malaysian Investors – both new and potential, local Bangladeshi investors who aim to attract FDI through joint venture basis, international trade experts, policymakers and government officials, business leaders, corporate houses are expected to participate. Currently, Bangladesh has US$ 252 million export to Malaysia, according to the BMCCI.

The Bangladesh-Malaysia Chamber of Commerce and Industry (BMCCI) is going to organise the “4th Showcase Bangladesh-Go Global” in Kuala Lumpur on July 11 for promoting Bangladeshi products in the Malaysian market.

“The event will be held on July 11 at the Royale Chulan Hotel in Kuala Lumpur for creating brand awareness about the Bangladeshi products and services among the Malaysian entrepreneurs,” said BMCCI President Syed Moazzam Hossain at a press conference at the Jatiya Press Club in the city.

Commerce Minister Tipu Munshi is expected to attend the showcase as the chief guest while State Minister for Expatriates’ Welfare and Overseas Employment Imran Ahmed, Deputy Minister for International Trade and Industry (MITI) of Malaysia YB Dr Ong Kian and Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) President Sheikh Fazle Fahim will be present as special guests.

Moazzem said BMCCI is organizing the fair in collaboration with the Bangladesh High Commission in Kuala Lumpur and supported by the Malaysia South-South Association (MASSA), Malaysia External Trade Development Corporation (MATRADE) and Bangladesh economic Zones Authority (BEZA).

The ‘Showcase Bangladesh-Go Global’ is BMCCI’s flagship event to attract investment in Bangladesh and expand the bilateral trade between Bangladesh and Malaysia by facilitating business-to-business interaction among interested companies, he added.

With the theme of ‘Go Global’ the BMCCI president said, the event will explore key trade and investment opportunities that exist for Bangladesh in particular from Malaysian counterparts.

“The event will also focus on trade and investment practices, opportunities and challenges of major stakeholders- both private and public,” he added.

Moazzam Hossain said Bangladesh has lucrative export product lines in terms of quality and sustainability, like readymade oven and knit garments, frozen fish, leather goods, jute and jute products, tea, pharmaceutical products, ceramic tableware, halal products, leather products and ICT.

He said BMCCI is not only promoting Bangladeshi products in Malaysia but also offering better investment opportunities for the Malaysian entrepreneurs in Bangladesh.

“The showcase targets holding several interactive networking options both for Bangladeshi and Malaysian business people,” he added.

The event will be comprised of seminars and B2B meetings, together with showcasing Bangladeshi products. It will be attended by major business houses, interested investors and government bodies of Malaysia and also the local investors from Bangladesh who aspires to bring investment from Malaysia to Bangladesh. During the press conference, Acting High Commissioner of Malaysia in Dhaka Amir Farid Abu Hasan, Chairman of the ‘4th Showcase Bangladesh-Go Global’ organising committee M Alamgir Jalil and BMCCI Secretary General Shabbir Ahmed Khan, among others, were present.
